libircclient1 software package provides C library to create IRC clients, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libircclient1
libircclient1 is installed in your system.
Make ensure the libircclient1 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libircclient1 *
You will get with libircclient1 package name, version, architecture and description in a table
